RESPONSIBILITIES
Performs work of moderate to considerable difficulty with the responsibility of providing daily supervision to Environmental Inspectors who (a) review technical design drawings, environmental assessment reports, and compliance monitoring reports; (b) inspect stormwater pollution prevention devices/systems and various facilities; (c) conduct investigations of complaints and incidents of pollution; and, (d) review applications and issue permits, (e) issue enforcement on non-compliant facilities. Supervision includes continuous assignment of duties, review of work products and productivity, employee development and discipline and resolving conflicts that arise from environmental compliance inspections conducted within Fayette County.
QUALIFICATIONS
Considerable Knowledge of:
-State, federal and local guidelines, regulations and statutes relative to stormwater pollution management.

-Kentucky Pollution Discharge Elimination System (KPDES) permits for Phase I or Phase II communities.

-Storm Water Pollution Prevention Plan (SWPPP) development and implementation for industries and construction sites Best Management Practices (BMPs) for the control of storm water pollution.

-Procedures, techniques and related specialized equipment utilized in the inspection of various facilities covered by the Stormwater/Hazardous Materials/waste ordinance.

Good knowledge of the storage and handling of various hazardous materials

Knowledge of:
-Construction principles and practices

-Water chemistry principles and practices

-Computers and software applications for conducting / documenting inspections

Ability to:
-Effectively and efficiently supervise environmental inspectors;

-Effectively conduct investigations and document associated findings;

-Communicate effectively both orally and in writing;

-Assess a situation and determine the appropriate course of action;

-Analyze and comprehend rapidly the significant aspects and precedents inherent in water pollution problems and present reports and recommendations in a clear, concise and understandable manner;

-Review and analyze plans and procedures and recommend changes as necessary;

-Establish and maintain effective and harmonious working relationships with business and industry representatives, other employees, the news media and the general public;

-Conduct research, compile, and analyze findings, draw appropriate conclusions and prepare reports on findings;

-Exercise good judgment and discretion;

-Prepare and deliver oral presentations to various groups, explaining program regulations and enforcement in clear and understandable terms.
MINIMUM REQUIREMENTS
Completion of a standard high school education or GED and four (4) years of technical/vocational training in environmental science, occupational health, chemistry, geology, industrial hygiene or related field plus three (3) years of experience in environmental protection/control/inspections involving hazardous materials waste or similar experience; or equivalent combination of training and experience which provides the required knowledge, skills and abilities.
EXAMINATIONS
EXAMINATION will be a training and experience evaluation from information provided on the application at filing deadline date weighted at 100% of the final score.
