CAMPBELLSVILLE, Ky. – Campbellsville University has employed Billy H. Stout, of Taylorsville, Ky., as associate professor of special education, according to Dr. Michael V. Carter, president.
Stout has served as an elementary school teacher at Marengo Elementary School in Marengo, Ohi, an elementary school teacher at Utica Elementary School in Ohio, and a math and science teacher at Utica Junior High School and at Middle Colly School in Ermine, Ky.
Stout was primary EMH teacher and part-time special education director at Scottsburg Elementary in Scottsburg, Ind., principal of Robinson Elementary School and as an educational placement consultant for Indiana University.
He has served as superintendent of the Trimble County School System in Bedford, Ky., the Barren County School System in Glasgow, Ky, and the Spencer County School System in Taylorsville, Ky.
Stout has been the special education due process hearing officer at the Kentucky Department of Education in Frankfort, Ky. He also served on the Exceptional Children Appeals Board, and Special Education Evaluation Team for accreditation of schools.
Stout was an adjunct instructor at Western Kentucky University and University of Louisville. He served as a consultant at Leslie County Board of Education, Mulenburg County Board of Education and Union County Board of Education.
Stout is a 1962 graduate of Whitesburg High school in Whitesburg, Ky. He received an associate’s degree from Lees Junior College in Jackson, Ky, a bachelor’s degree in elementary education from Cumberland College, a master’s degree in elementary and special education from Indiana University Southeast and certification in school administration from Indiana University.
Stout belonged to the Kentucky association of school superintendents, Kentucky association of school administrators, Kentucky education association, Spencer County retired teachers association, Phi Delta Kappa, Kappa Delta Phi and president, charter member and board member for Spencer County/Taylorsville Lions Club.
Stout was born in Jenkins, Ky. and is married to Reba Stout. They have one daughter, Shawn Renee Stout Hicks.
