SELECTION PROCESS

GENERAL SUMMARY

Under the direction of the Executive Director Human Resources (HR), this position assists in providing direction and accountability in the execution of human resource functions, including workforce planning & job/market analysis, recruitment & selection, pre-employment screening & onboarding, benefits & compensation administration, employee relations, succession planning, training & professional development, project management, rewards & recognition, policy, procedure & compliance, and assessment of outcomes. This position acts as a Campus Security Authority; the incumbent is required to report crimes that they become aware of immediately to Campus Police.

PRIMARY DUTIES

35% Alignment of Equity with HR Practices

Ensure HR processes are aligned with the college’s Equity goal to embed diversity and inclusion in every aspect of work at the college. Provides consultative services regarding performance management and organizational development. Educates employees and supervisors on performance management, planning and evaluating.

Assists in providing administrative guidance and interpretation on personnel concerns, progressive discipline, grievance and dispute resolution procedures, performance management, and supervisor/employee relations. Assists in conducting investigations related to employee and student complaints of harassment and/or discrimination. Participates in civil rights investigator training on an annual basis.

25% Compliance / Strategic Planning

In partnership with Executive Director HR, ensures fair employment practices are administered in accordance with CCD organizational guidelines, Colorado Community College System policies and procedures, and local, state, and federal policies/laws. Performs human resources internal audit functions within the HR department to ensure processes and protocol are established, effectively communicated and adhered to. Ensures that appropriate documents and records are tracked, revised and properly maintained including but not limited to the employee handbook, HR Website, CCD organizational chart and HR forms. Facilitates the process of updating and revising HR processes and documents from an equity lens. Ensures HR strategies are aligned with the CCD / CCCS Strategic Plans to create a more welcoming, respectful and inclusive climate for all. Works with the Executive Director for responses to audits, annual reports and compliance reviews.

15% Supervision and HR Support

Supervise HR employees in the areas of selection, recruitment and the processing and auditing of new hire and existing employees pay, benefit and employment records. Oversees the auditing of employment records and job descriptions. Ensures that active recruitment strategies and processes are in place to eliminate conscious and unconscious bias to recruit and retain diverse staff, faculty, and instructors from traditionally under-represented communities. This requires an understanding of the responsibilities of the positions supervised, as well as, critical dates for HR functions. Works closely with Benefits Specialist and serves as backup to the Benefits Specialist as needed. Assist with Unemployment claims as needed.

10% Workforce Administration

Administers the Personnel Requisition and Budget Form process and assists the Executive Director with recruitment, selection and the tracking and maintenance of fulltime minimum salaries. Provides a strategic review of data with an equity lens around recruitment, retention and compensation. In collaboration with the Executive Director, reviews all Personal Services Agreements for CCD to ensure they meet state and agency requirements. Position is required to obtain DPA Personal Services review certification.

10% Training / Equity Lens

Assists Executive Director in identifying and developing on-going HR-related training. Coordinate and provide professional development training for college staff. Attends State and CCCS human resources related training/meetings to maintain an up-to-date knowledge base in HR-related topics including implicit bias training, supervisions skills, leadership development, conflict management skills, and other training options as needed. Must be able to communicate effectively to individuals, and groups while demonstrating empathy and tactfulness. Must be able to have difficult discussions around equity issues in support of the Equity Strategic Initiative.

5% Other duties as assigned including, but not limited to the participation in college and system-wide committees and meetings relevant to this position.

MINIMUM QUALIFICATIONS:

Education: (required/minimum)

Bachelor’s degree in human resource management, human relations, organizational development, or a related field. Professional Human Resource experience in areas related to the position may be substituted on a year for year basis.

Experience: (required/minimum)

Minimum of five (5) years of progressively responsible Human Resource experience is required which must have included interpreting rules, performing selection activities, employee relations, and training and development. Three (3) years of supervisory experience is required.

Knowledge/Skills/Abilities:

The successful candidate will have the ability to manage and analyze multiple priorities and activities as well as the ability to organize and plan for long and short-term projects. Must demonstrate excellent interpersonal skills and a high level of emotional intelligence. Must have the ability to problem solve and mediate conflicts effectively. Must have the ability to work collaboratively with people of diverse viewpoints.

The successful candidate will have experience with data analytics for HR functions and be comfortable with disaggregated data by race and ethnicity, and communicating the results of this data to different campus groups. They will possess cultural competence/knowledge and understand how to foster a culturally responsive workplace. They will display an openness to engaging in critical self-reflection around equity to ensure ongoing improvement.

Proficiency with Microsoft Office Applications.

Licensure/Certification:

PHR, SPHR, IPMA-CP, or SCP or ability to gain this certification within the first year.

Position is required to obtain DPA Personal Services review certification.

Equipment Used:

PC, basic office equipment.
